2040 Growth Concept Lookback: Perspectives on Equitable Outcomes
On Tuesday, June 2, 2026 at 4:30pm, join Metro for a panel discussion to hear different perspectives on how the region has developed and how that relates to racial equity today. What should the region do to build on successes and address shortcomings in a future update to the Growth Concept?
In 1995, the region’s population was growing quickly, raising concerns about how to provide new homes and jobs while protecting the region’s quality of life, including its natural environment as well as nearby farms and forests. In response, regional leaders adopted a long-range regional plan for how the greater Portland region should grow: the 2040 Growth Concept. The Growth Concept encourages housing and job development in mixed-use urban centers and corridors that are well-connected by a variety of transportation options. However, it was silent on racial equity.
The discussion will be moderated by Bull Run Center member Marissa Madrigal, Metro's chief operating officer.
